A group of archaeologists open a tomb that awakens horrible monsters, while journeyman Yusuke Godai is compelled to access a strange belt from the tomb to fight back against them. Also, a drunkard witnesses a murder by an unidentified lifeform near a church. Meanwhile, Yusuke is bothered by the idea of fighting and is unsure if it was right until he saw the daughter of one of the slain archeologists crying, making his reason to fight "to protect the smiles of people". This is the director's cut version of the first two episodes of the Kamen Rider Kuuga TV series.

When a group of archaeologists uncover the tomb of a legendary warrior, they unearth Kuuga’s belt, accidentally releasing an ancient race of monsters called the Grongi, bent on destroying humanity. Enter Yusuke Godai, a modern-day guy next door, who learns he is telepathically linked to the mysterious stone belt. With its power, he transforms into the legendary warrior known as Kuuga, humanity’s only defense against the murderous Grongi monsters.

Granute, secret lifeforms, kidnap humans for "Dark Market Snacks." Shoma, from another world, transforms with Gochizo, a sweet-eating monster, into Kamen Rider Gavv via a mouth-like belt to stop Granute's attacks and save people.

Both have been transformed into beings of immense power in order to serve Gorgom's dark purposes. Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.

Confronting a mysterious enemy, the Pteranodon Yummy, Kamen Rider W receives aid from Ryu, who has infuriated Akiko by being too busy to attend her wedding! Akiko demands to know why he even became a Kamen Rider in the first place and the Pteranodon Yummy as it uses the Memory Memory on her to give her the answer to her question. Meanwhile, at the Kougami Foundation, Kousei Kougami talks of the most avaricious man in Japan, Oda Nobunaga, whose final resting place was found. With Doctor Maki overseeing the process, Kougami commissions the creation of a Cell Medal homunculus based on Nobunaga himself. Later, Kamen Rider Core begins to destroy the area as Kamen Riders OOO and W team up to fight the enemy. However, Kamen Rider Core proves too powerful and the two go underground to destroy the Gaia Memory’s source of power to even the odds.

A young Kamen Rider fan is granted his wish of seeing Riders in person, initiating the ultimate Japanese superhero crossover meta film. The third and final installment of the Heisei Generations series finds Kamen Rider Zi-O and Kamen Rider Build joining forces with all of the other Heisei Generation Riders to reverse the damages of an evil Time Jacker named Tid, and save their legacy. Are Kamen Riders real? Will you believe?
